I'm going through this right now on a friends car. Ended up being a HG. We pulled the head, had new valve seals installed and checked for true. Replaced HG with Cometic and did a leak down check without cams installed. All cycl checked good so we are completing the install. The leak down ensured me there was no ring leakage. Most don't have this tool or have used one, I find it very useful.
Short block on a 90k car should be fine.... mine has 160k. I'd just do the top end, save yourself a lot of time and money.
