I can't determine they rhyme or reason to it, but there are definitely times where I've turned the car off with the Fogs off (in Auto mode) and they come back on when I start it back up. Like I said, it's sometimes - not the majority of the time.
Mine has done the same thing a few times. It was usually if the time the car was parked was short. It never remembers it say the next day

I think when on auto and the daytime interrupts the night time driving lights on it never seems to remember to turn the fog lights on

I, honestly, would rather have a "fog light only" mod. Where the fog light switch would be independent of the parking lights. I used to do it by bypassing the relay that triggers the system that recognizes the parking lights are on and allows the fog lights to operate. You use an inline fuse and give it direct power from a 12V source.

You can wire anything, but the factory switch is never gonna work. It's not really a switch, it's a digital control pod for the BCU. The firmware mods are the only way to make the factory switch work and have anything but the current setting.

I've found when you have your fogs on, if you turn on the bright lights before turning off the car, the fogs will come on the next time you start up.

My 2 cents on this subject. I just picked up a 2014 Ti Hatch and the fog lights work with the auto headlights every time. I pushed the button once and it has worked ever since. So much for the world car theory unless they decided in 2014 they didn't need it to be a world car anymore. I also have a 2013 SE sedan that they do not stay on with auto lights. I would love to have it stay on like my 2014.
