If I'm running a Bap and new svt fuel pump should I be good for over 400hp?
What do I need to do to do a fuel return? I've searched but haven't found much detail to what I have to do to make a fuel return

Jim told me highest he got IIRC was 380whp on bap and svt pump

Is a fuel regulator necessary?like the Aero?^^^
What's the point in return fuel? Just to take out unburied fuel?

Yes.
Point of a fuel pressure regulator is to increase fuel pressure when increasing boost, also if there's too much fuel it will return it to the fuel tank so it won't get wasted.
Pressure regulators are a 1:1 system. Which means for every 1psi of boost the fuel pressure goes up 1psi.

So if I I shoot for under 400 hp would I be good without doing fuel return?
Would my car be safe?

Be safe yes, but you might burn out fuel pumps quicker. That's a lot of voltage your pump istrying to keep pumping up, common ways jim and chris and rudel did their set up was using the evap line for the feed and using stock fuel line under car for return. And if u use in tank return its safe to not go into boost when your at almost 1\4 tank. You can get fuel cut off. Focuzed I think relocated his pump in the middle andstuffed the tank with a lot of foam to help with that.
