Shouldn't be a problem as long as there are no visible signs of the mod and it is tuned well. Make sure all of the covers go back on, no missing bolts etc... I've smogged 300hp 4 cyls in Cali as long as the install was clean.

The big thing about Smog testing is any tempering or changing of the factory installed Emission control devices right? So only things that would change, move, or alter the emission devices would be a problem right?

Cams do not change the emissions or the emission controlling devices. so should not pose any problem

In Cali even the cams have to be stock for that engine or pass California Air Research Board (C.A.R.B.) specs and have a CARB number with a sticker to be legal. As far as I can tell it's kind of a don't ask don't tell with internals though.

As long as the cams don't change idle, you'll probably be fine.
