It gets complicated but simple answer is a wider tire alone wont hurt fuel mileage. Wheel weight and tire compound/tread design have a bigger impact.
I'll buy that, up to a point. A fairley easy way to look at that is when its raining= the wide tire has to move more water then a skinner tire. Yes the skinner tire has a longer contact patch then the wider one, same for same.

Well if worrying about mpg's, that typically means your friend is concerned about money. Even if you gained 1mpg going to lighter wheels, that benefit is going to take a long time to be realized over the cost of the wheels/tires. (a +/-1mpg difference over 10k miles @$3.70/gallon is like $40.[30mpg vs 31mpg, that number gets even lower if you see better mpg than that])

I say if he likes the new wheels, go for them. Ultraleggegras are a far nicer wheel than any stock steel wheel. I also really doubt his mpg decreases (buy them and report back after 1000 miles or so of use!) I lost an mpg or two going from a 15" steel wheel to 17" svt 5 spokes, those are considered relatively heavy though
