Pretty much, but it also depends on what the header is made of. I'm sure if it was made of some crappy steel it probably would have rusted much worse or even through the header. Headers made today are usual made of stainless steel, where headers back in the day were made of just steel and some not even very thick. This is where most the fear or wrapping headers come from I think.
