Ford Incentives on the 2013

We decided to purchase a Titanium 5 Dr yesterday. It will be a dealer trade. 2000 plus 395 is what we were quoted in cash back offers. I see there's a 500 owner loyalty that is posted several places, including the Ford site for incentives. There is no mention of any specifics on ownership, only 1995 or newer, lease or owned. Dealer said it needs to be a Focus or Fiesta....

As it will be a couple days (and no money has yet changed hands). I'm going to push for it. Btw, upon returning home from the dealership yesterday, the flier with 500 cash back on the Focus was in the mail. What are the odds on that?

Does anyone happen to know how taxes are applied to a new vehicle purchase in New York - am I paying taxes on the full price of the car or the price after incentives?

In Illinois, apparently, state tax is paid on the negotiated price BEFORE incentives are applied. Other states probably use this taxation method, as well.

I'm in the middle of a purchase and was a bit annoyed, but not surprised, that this is how it's done. I'm pretty comfortable otherwise with the price of my new Focus.

Is there a web site with details of this program? I've seen "Competitive Lease Conquest" appear at times in the incentives section at ford.com. But I'd like to know details. (In my case, I own a non-Ford, no lease, no loan; California, if it's regional. But, "teach a man to fish..." and I'll go look it up.)
