They shouldn't even have to do a reset. I downloaded and installed 3.0.2 before I received the package in the mail so I didn't have a Nav card in for a week or two after install. Once the card showed up in the mail, I just popped it in and was good to go. No reset required. Show up, say "give me the card", go out and throw it in your car. Don't leave them your car.

Mine (iPod, not Zune) took about the same to index/BVC but then again, even that time was variable with 3.0.2. Sometimes it was quite quick and sometimes it took upwards of 25 min. First index/BVC after the 3.5.1 install was in the 25 min range.
