I don't think it has anything to do with the winter package, the kysor shutters or necessarily wheel sizes.

My car has the 16" wheels, the aluminum lower control arms, but not the modified strut tower brace and shorter spacer on the bolts, I also have winter package and the kysor shutters.

I don't believe I currently experience said clunk, but I have to wonder if there was a reason they installed this and if so why wasn't it on all the cars if it was really the cure/ prevention for the tower deforming and causing a clunk or rattle.

It has nothing to do with anything, from what I can see.

I just spent the last hour crawling cars.com listings for 2012 Foci within a 30 mile radius, looking at engine bay photos of cars, and looking for the tell-tale sign of the thick vs. thin bolt spacers for the strut mount bolts.

I wasn't scientific enough about my process that I wrote my findings down, but I did find SELs and SEs with and without the thicker strut tower bar. Some dealers were generous enough to include photos of the build sticker in the door jamb, so I could see production date, and many of the ones that I saw with the reinforced strut tower bar, had early 2011 production dates. Many, unfortunately, didn't include photos of the build sticker, so who knows when they were built.

I also did find the odd car here and there produced late in 2011 with the reinforced tower bar, but the majority of them didn't have the reinforced strut tower bar.

I know there were several supplier issues with some of the Job 1 2012 Focus production, so that could be a potential reason for the strut tower bar variation. Otherwise, I have no idea.

Just checked, mine has the thicker plate below the strut bar as well. 2012 SEL with DCT, 303A and 17" rims, and the aluminum LCAs. Build date of May 2011,
I will say that the car had the front springs and strut mounts replaced by the dealer PRIOR to me taking delivery..... I remember them telling me that they had performed a warranty repair /recall to several new Focus as soon as they got them, as per Ford's directions. I never thought much of it, and the car has been quiet overall. Weird...

Oddly enough, though, the ST uses steel lower control arms.
I thought everything above 15" Focus S got aluminum arms?

The ST arms are steel, but not the same as the regular Focus steel arms.

The base 2012 SE received steel lower arms as well.

FWIW, my 2013 SE hatch with 201A, winter pack, MTX, and sunroof has the thicker plate. Build date of 10/25/2012.

So we still don't have any real reason for the thicker plate or not yet?

Also here is a working pic of mine:

Here is my 2013 Titanium Sedan without the handling package. Build date is 8/8/12. When I go over rough roads, I hear a hollow sound coming from the front of the car but I always thought it was the tires. I don't know if this counts as a the clunk you speak of.
