timing problems?

hey guys i just rebuilt an 01 2.0 zetec motor and it seems like i cant get it in time. The vct exhaust cam would turn a little and not line back up once rotated a couple times. I have adjusted the belt to where everything lines back up when rotated and still wont start. any ideas? Doing this with the notch in balancer lined up and cams locked
