That's the ground for the power hold relay. Lots of things associated with it.

Well thats g good to know, ALL THE IMPORTANT THINGS associated with it, and the one that's basically stretched to within .5" inch of it's life in my engine bay right now. I'll be replacing that with some slack next day off.

You should have used a battery saver it connects to your cigerette lighter and it would have prevented your dash issue.

You autto have figured out by now that Ford skimps on wiring ... yet take the most backassward routes, wasting wire.
I've never figured them out.

Missing that ground prevents lots of the normal things from working properly.

um nope, that little wire is what was my issue the first time i just didnt see it had fallen out of sight into the fender!

I've played with wiring in 4 generations of Fords that I've owned. It's always the same, just goofy as all hell.
