Reading the description it is for Hatch w/ PZEV only, but the only thing you different is the PZEV you cut off 4-5 inches after 2nd cat. The non-PZEV has normal 2 bolt flange after the cat. Everything else is the same.

Its listed in the BST section, and the why would be that they are returning the car to stock to better sell it to help pay for a Fusion hybrid they bought because they have several children and they wanted the space in the car for them or something. I forget the exact details.
