What is the best Lights to buy?

I am doing a few miles in the dark and I am looking for some ultra bright lights, I have seen some on eBay really cheap but my problem is they are not road legal, (Xenon H7 100/80) there maybe some that are but I am looking for the brightest lights I can get.

Does anyone recommend any?

Be careful with higher than stock wattage lamps, as the wiring, and the housing may not stand the heat created by the greater current draw. If you insist, a relay for each side may help. If you want to use HIDs, there shouldn't be an issue with heat, as I believe they actually use less current.
