Well here you are either X plan or A/Z plan not both. You receive incentives on top of that price but if you have the chance to get A/Z plan jump on it, deal doesn't get better.

I got a estimate through USAA for 25,740 On a 2013 ST with the ST2 package. Now im going to have to order this from a Dealership which I live in San Diego so there are more than a handfull. Is 28k out the door a reasonable offer?

There's an ST2 incoming to a dealer in MI that has an MSRP of $27,775. As long as you aren't 10% sales tax I think 28k is reasonable.

$2,000 Customer Cash (PGM #12150) + No-Charge SYNC Discount Package (PGM #97244).

what does the "No-Charge SYNC Discount Package (PGM #97244)" mean? thx

I'm not a salesman but that meant that they were deducting the cost of the sync system from the MSRP. It amounted to a $395 dollar reduction in the sticker price of the car after ford decided to include sync as standard on the SE and above.

any Focus with syn has been reduced $395 so that is correct.
