I just checked and I didn't find a recall, FSA or bulletin about excessively warm heated seats in a 2003 Focus.

The heated seat button feels more like someone slapping you on your ass repeatedly than a constant warming sensation. It gets hot in a hurry.

All heated seats I sit in get super hot. I think that's just how it is.

This is from experience of a 04 Camry and a 10 Escape

Not in Audis. My roomie had one before her Cougar and it had rheostat controls, separate for each front seat. Dial it up to sizzle or down to just barely noticeable. Her favorite feature about the car's interior.
