Cruise Control | '02 & '04 Differences

I think I see a difference between the cruise control setup on my '02 SVT and '04 SVT (both 6-speed manuals).

On the '02, stepping on the clutch while cruise control is engaged results in the engine revving out of control.

On the '04, stepping on the clutch while cruise control is engaged results in immediate disengagement of the cruise control.

Is this a deliberate design/safety improvement ?
