OT-1 is a retail sold order, it was originally ordered with a specific customer in mind. I'm not exactly sure when they changed from just listing it as being a "special order" vs listing the person's first initial and last name on said order.
My retail sold order for the 2012 Focus SEL that I had to order because the dealer didn't have the car I wanted, was printed with my name on the window sticker. Mine was entered as an OT/A which was under A/Z plan, but is otherwise equivalent to OT-1.
The price after rebates on a/z plan was the same as taking one that had sat on the dealer lot for several months so it was better to order exactly what I wanted.
Now it could be in this case that the dealer ordered the car to have a loaded manual 1.6 L Fusion without having someone lined up for it, but it was not supposed to be built as a dealer stock order (order type 2 OT2) per the order guide.
Good luck to the OP with the Fusion if you get it. It sounds nice, and I'd like to have driven one, but no one around here seems to stock them, so you'd definitely have to order one around dearborn/detroit/etc.
