IMO...Suspension, suspension, suspension.
After modifying roughly 4 cars now, I have gotten the most satisfying results out of improving the springs, sway bars, end links, etc.
Personally adding a I/H/E on a low power making car may seem fun, but you are not netting that much power...maybe 30ish.
Again thats just my opinion...
