The dealer is correct, the program is actually called Competitive Lease Conquest. Here is the verbage for the actual program:

Well dang it, thanks for clarifying. I guess I should send an email to Ford telling them to fix their website as it says owner on there. Oh well, I guess I'm going to wait for the rebates to change on Monday to see what happens.
