You may also be prompted to update to the most recent versions of Active X or Java plug-ins before beginning the download process. It's essential that these browser plug-ins are up to date and given permission to run in order to successfully download the update. Let me know if you're able to get it.

I had the same problem, and there was a java plug-in that would not install in chrome, I tried again with IE and the plug-in installed and the download worked.
