I have good news and I have bad news:
Good news: the tech at the Ford dealership said it's normal operation to be able to turn off the car while in drive. The reason it turned back on when I turned the key is because it's a DCT. An automatic would not have allowed it to turn back on while driving.

Bad news: the reason why my engine shut off while driving is still a complete mystery. the tech never heard of it happening before. he said not to worry about it and if it happens again let them know.

Fortunately the brakes and steering work (electronics) even when the car engine is off but in motion. Otherwise it would be a 3000 lb piece of flying metal.

Does anyone have any issues with this? Personally I'm still wondering why there needs to be a function to turn off the car and turn on the car while already driving. I suppose it might be useful in an emergency but then you can just put in in Neutral too.
