My Focus got low fuel economy when it was brand new also. After 5k or so miles, it improved, and continue to improve. Engines have to be broken in. You can try that route, but you should get only used cars from now. Then you won't be disappointed. All manufacturers suffer from this. Honda was recently sued over it, and Ford is being sued over it. Underneath all EPA ratings it says "your mileage may vary."
Yes, 2500 is a good time for changing the oil for the first time. I changed mine at 2k.
