In Canada, talking from my own experience, Ford dealers seem to be more professional and less inclined into selling the phrase "it is normal behavior". Maybe I am mistaken, but I doubt being too much off.

Dealers are dealers. Ford has the same incentives/disincentives to providing good service in the US as in Canada. And it shows.
