That's about right. My PS3s have around 19kmi on them and two of them are now almost even with the wear bar.

And other posters are right, with those tires you'll definitely need winter tires. I'd recommend Michelin Pilot Alpin PA2. They're *great* winter tires, and relatively inexpensive for winter performance. With those things on the car I had no trouble through last year's Cleveland winter. It was somewhat mild, for a Cleveland winter, but I still had no issues.
