I'm not sure how this is even true - I installed my 35W HID with Relay + Resistors and it worked perfectly fine - both while car is turned on, idling and driving.
I also installed a 55W HID kit with just the relay, and though it'll turn on with the car shut-off, it doesn't work when it idles or drives.
Bottom line, you need the 2 Resistors and the relay harness whether you're running a 35W or 55W HID kit.
My 2 cents? Do it right the first time and save yourself the hassle.
