Airbag issue

2005 ford focus zx5 ses. Brought it in to get codes scanned, got codes: air bag b1342 faulty control module, gem b1499 left turn signal fault, gen b1503 right turn signal fault, Instrument cluster b1318 low battery voltage at module. Turn signals work fine and no problems can be seen in the cluster (tests fine). On the airbag side of things did some general inspections and found under the driver seat the wires that run underneath, have all been spliced together looks like a fairly good job whoever did it used heat shrink on each joint. The previous owner said his mechanic said they could never get the light in the dash to go out. So should I trust that the rcm is faulty ($100 for a new one) or what route of action should I take.
