17 has two compound corners coming from Santa Cruz to San Jose. Making it hard to drive. On top of that there frequently is traffic and fog so it's pretty dangerous. I avoid it.
I live like 10 min. from Alices on Skyline (private drive). So I drive hwy 9, Old La Honda and Pagemill frequently. I can say for certain that the locals are very fast and tourists on the weekend are either very fast or very very slow. Which leads to people doing dangerous things like passing in blind corners.
