That symbol is what's called a "slashed zero" and represents the mathematical concept of "average". Basically it's redundant, but I guess they wanted to say "Average Fuel" in both letters and pictures.

Yeah, it's pretty obscure. I'm not entirely sure why Ford used it since many people aren't familiar with that particular symbol.
