The test really isn't a reflection of real world driving (at least for their highway calculation). It's involves a period of full acceleration and a period of steady speed. The exact formula I don't recall. I just remember it not being real world representative. Plus, they changed their testing standards in 2008. Here is their link to that:

That said, I live in a flat part of the country (Central Illinois) and I get 27-29 city and 36-40 interstate (65-70mph). Most of my interstate variation is due to winds with or against me since it is almost always breezy here.
