How were you finding and holding TDC before without the pin to stop the crank? That's the sure fire way to do it, with that and the bar to lock the cams in place, which it sounds like you have. The VCT needs to be rotated fully towards the front of the car, which is basically it's at rest position as far as I can tell so I don't know why this gives people problems. Just find and stop the crank at TDC, lock the cams, and then rotate the VCT through it's range of movement for shits and giggles, and get it fully rotated back towards you before putting the belt on.
