Well, the form I got is on official letterhead and looks legitimate. There was an error on the form--it mentioned used cars--so I called the # on it. It took me 45 minutes to get through to a person. That would be consistent with my previous encounters with the government in NJ. Now, I did buy this car in PA, so it's possible that that had something to do with it. The woman I spoke to didn't seem to think that was relevant. Perhaps she was misinformed. I can't imagine that they'll make everyone who buys a car in NJ do this. They'll have an armed revolution on their hands. At any rate, I finally got in touch with everyone I needed to in order to make this BS go away. I probably wasted 2 - 3 hours overall.
