I have a set of the Falkens and had a set of Fuzion HRi's. The Falkens are great on dry pavement but pathetic on snow and worse on ice. In my opinion these should be called a three season tire. The Falkens were surprisingly pretty good, especially for the price, and while not great in ice or snow they could get you from point A to B if driven carefully (unlike the Falkens which just spin).
What size tires are you interested in?
If you can save a few more bucks, the Continental Extreme Contact DWS is considered the best all around all season tire currently available. It's really worth the money. The General G-Max has been getting good reviews as well. Just remember that all season tires fall considerably short of true snow tire performance. They're only mediocre at best in the ice and snow.
