Not in the order guide. If its supposed to be a standard feature it would clearly be stated in the order guide. If they were making the seat heaters standard in both rows they needed to clarify this. The way the Canadian order guide is written states that only the rear seats are heated.

Especially when its not available on the SE except through the SE winter package.

From the Canadian order guide for 2013:

" 2013 Focus Titanium standard equipment:

All "SE" Series Equipment Plus:
• Audio – Sony® 10 speaker Sound System with Subwoofer
• Beltline Molding – Chrome
• Brakes – Rear Disc
• Climate Control – Dual-Zone EATC
• Floor Mats – 2nd Row
• Fog Lamps with Chrome Bezel
• Grille – Piano Black
• Heated Mirrors
• Intelligent Access with Push Button Start
• Lighting
— Ambient Lighting (7 Colours)
— Reading Lights – 1st Row
• Metallic Interior Trim Finish – Door pulls and register
• MyFord Touch® with 8” Screen
• Overhead Console
• Rear Spoiler
• Rear View Camera
• Remote Start with Automatic Transmission
• Reverse Sensing System
• Seats – Heated – 2nd Row – 60/40
• Security – Anti-Theft Perimeter Alarm
• SiriusXM® Satellite Radio
• Steering Wheel – Leather-Wrapped
• Transmission – 6-speed PowerShift Automatic with
SelectShift capability
• Unique Premium Cloth Seats
• Wheels – 17” Alloy w/P215/50R17 H-rated tires
• Windows – Power with Global One-Touch Up/Down"

No mention of heated first row seats, which is odd if you're trying to say that on the Ti in canada they are standard.
