I am no technician, but if you are heavy on the gas between lights, and spend a lot of time sitting in traffic, that would be about what would be expected. If you are making an effort to drive efficiently then I would change gas stations. If ethanol free fuel is available, I would try that, and or try a few tanks of premium fuel. I run Shell V-Power premium and get almost a 10% increase in MPG. If none of that works to bring up your MPG, take it to the dealer.
