I've measured the dash board temperature on even an 80-90F day to be over 150F, which is much hotter than the ambient temperature, if you allow this heat to remain inside the car it will take longer to cool the cabin sufficiently to achieve comfort, at least in my experience. I did have a sun shade coming but its not here yet so I've had to suffer with these initial elevated cabin temperatures. It can take much longer to get cool when the dashboard and by extension the ducts are drawing all the cooled air away from the vent.
Both the steering wheel and the shifter can get uncomfortably warm as well all from the solar gain caused by the ir radiation penetrating the windows.
