I'm not sure what they officially recommend, but I always just take a dab of rubbing alcohol on a clean microfiber cloth and lightly rub the area I plan to paint. That removes any wax or other residues that may affect the paint. I like the clay bar, but I'd be afraid that doing that right before would cause some of the clay to remain in the chip divot. They have lots of great videos and before and after on their website. Let me know if I can help you with anything else.
