No reason not to put it under the hood, it's done that way on MANY vehicles....

In theory, if you get a REAL bad load of crud in the tank, and need to clean the line from the tank to the filter, it's easier with the filter located in or near the tank.

This being an uncommon occurrence, and filters NOT being changed as needed due to the difficult access (out of sight, out of mind) - the engine compartment location makes more sense for most folks.....
