In simplest explanation, "Tip in" for modern vehicles is usually regarded as the transition from having your foot off the accel pedal to applying throttle. For my car there was a noticable delay/hesitation from when I began to apply throttle to when I actually felt the acceleration. During low speed parking lot driving where I was feathering the throttle, the delay at times was quite pronounced for my car and sometimes made it feel jerky.
