It needs to be either fully clockwise or counter clockwise, and I'm pretty sure all the way clockwise. I do know what you're talking about, some of the Escort ZX2 Zetecs had VCT on the exhaust cam and that's how you set it, with the cam as far forward as it goes. Ford manual doesn't mention that part at all, which is extremely infuriating.
Everybody talking shit about loosening the cam pulley bolts, it might not be entirely necessary but you shouldn't brag about fast times when cutting corners just because you don't get it and skipped that part.
