It's technically illegal to install an aftermarket catylast which does not meet the EPA's approval, this also goes on to state that the installation of a non certified catalyst is equivilent to a direct and willful violation of the clean air act. "The installation of non-complying converters by a named party will be considered
a violation of section 203(a)(3) of the Clean Air Act, and the violator may be subject to a civil
penalty of up to $25,000 for each improper installation." I believe that this also applies to removing the catalytic converters as well. If you don't live in a state with vehicle inspections you might get away with it, unless some one were to report you, but this is still in violation of the law.

There is also specifically a $2500 fine for removing, installing the wrong converter, tampering, or otherwise damaging the catalyst on a car no matter if it was done by a shop, or in your own garage.
