Standards changed. I believe it was an insurance industry law put in place by congress to ease the burden on insurance companies paying out large amounts for little fender benders.
It all started when car companies started with the 5 mph bumper. The LAW said there had to be "x"in. of foam... blah, blah... It was a law and there was a drop in the impact mph to 3.
