Removing Steering Limiters in Ti Handling Package

As you probably know, the Focus has a 36' curb-to-curb turning diameter. However, with the Titanium Handling Package, there are steering limiters to stop the wider tires from rubbing. This bumps the turning diameter to 40'. I can't do a U-turn unless the next street has 3 lanes; it's kind of embarrassing to have to do a 3 point turn (in a compact) on a busy street.

My winter tires are P195 65R15 - and I could sure use a tighter turning radius when the snow finally comes. I'm kind of a novice when it comes to cars, so I was wondering:

1. Has anyone has removed these? (if they can be removed?)
2. Are the steering limiters bump stops or built into the steering rack or what?
3. Would these be too much of a hassle to remove and put back on every season? I could always leave them off and sell the 18" rims for something else.
