Just add a little oil to it if it bothers you, and use Ford's blend that's readily available. I'm sure it won't hurt anything.

About the first sentence- no. It was probably simply not filled all the way from the factory. You might want to stick your head under there and see if there's oil on the filter. That would be about the only place that I'd figure it would leak from. If there is seepage there, then you should be able to get a warranty oil change from your dealer. They might just tighten it down and add some oil- either one would be ok.
