Wow, I really don't know what to say. The volts just go up, and down sitting there? Meter plugged into where the float should be? Running, or not running? I can check Alldata for TSBs tomorrow, and see if the diagrams are different. Alldata isn't always right though. Did you post this in tech chat? The new float didn't fix the ABS code? Is the fluid new?
