I am under the impression it is also the entire rack assembly being ordered.It appears individual parts are not available yet,therefore the entire rack assembly must be replaced.For what it's worth,Ford Corp. is expediting my parts.It seems there is a Q C issue with some existing rack assemblies. Post when yours is done.
