Obviously there are possible unknown consequences to every sort of mod to your car. But I've never heard of anyone going through the windshield because his seat reclined in an accident.
My first car with reclining seats was a 1971 Datsun 510......since that time all my cars had reclining seats, till this '06 Focus. Fixed that little problem....
