those are all safety check sticker you saw haha!
Look at the pic of my car - the number is the month it expires, and the green-symbol-on-red is the safety check sticker itself. There are different colors for every year.
The recon sticker looks like the red sticker on mine, but with a green-symbol-on-white background, and the R in the middle. That sticker is permanent, unless you mod your car again
