I think WD's success proves the point that you don't have to throw money at the car to be fast.
As for tire pressure...depends on what kinda tire your running, the surface your on that day, course layout, suspension setup, etc. Like WD, we run RT-615s and the Progress rear sway bar. The fronts seem to work best in the 42-45psi range and we run the rears around 36-38psi.
Some folks like to run higher pressures in the rear tires vs. lower. While I've not tried this myself, it is my understanding that if you go high enough, you get the same effect as running a lower pressure in the rear. The rear end of the car will want to break away sooner. I've read that a higher rear tire pressure will break away faster than a lower rear tire pressure. So it really depends on what you like.
