I'll tell you what. In my world, I could park like that and some moron in a beat up car would still park right next to me.

Maybe it's a manual and the driver forget to set the parking brake?

Agree the most probable cause is a manual transmission left in neutral and no parking brake.
I can roll my car easily if the surface is level, just a little push and it moves..

I've actually had someone park like that behind me once we was in the spot sitting in the car a car pulled up directly behind us and the people got out and went in the store. We both looked at each other like really. Sure enough they parked in the aisle way like above but on the other side. We moved to another section of the lot so it looked even worse when they came out to find their car parked like that.
