Financially speaking, I would say no, it isn't worth it. In most circumstances you can just buy a much better car with the money you forked out on Mod's. Of course there are exceptions to the rule where you build a power house that thrashing a lot more expensive car's for a lot less.
That much better car might need a few mods also.
Satisfaction and enjoyment wise, yes, it is definitely worth it.

For both those reason I am unable to answer the poll.

EDIT: I was thinking about this a little, and there are definitely circumstances where a simple mod has massive value and is definitely worth the outlay. I.e. paddle shifters, maybe a muffler to bring massive satisfaction for exhaust tone (and not performance), snorkel delete etc etc.
I'd say it depends on the car & your financial circumstances. Like a '15 Z/28 doesn't need any mods or GT2/3.

'63 Sprint. 260 4 speed. Great looking car, but I didn't like it.

FocusedOnSVT I used this when I was talking to somebody yesterday. We were talking money, i mentioned my money pit of an SVT, and i got a look. Just basically said, "Hey, I could be using my money to buy drugs and alcohol, but I'm too poor because of my car, something that has less of a chance of hurting me
